Quebec is one of Canada's two biggest plumbing markets, and the one where getting the marketing basics wrong has the clearest consequences. French must lead your commercial advertising, your website must serve Quebec customers in French, and electric heat dominates the housing stock. A supplier that treats Quebec as "Ontario with translation" usually ends up with campaigns that read awkwardly and miss what Quebec plumbers buy.
Quebec's plumbing supply markets
- Montréal, Laval and Longueuil. The largest concentration of plumbing contractors, multi-unit buildings and showrooms in the province.
- Québec City and Lévis. A distinct market with its own builders and mechanical contractors on both sides of the river.
- Gatineau. Part of the national capital region, where some plumbing businesses work on both sides of the provincial border and need bilingual material.
- Sherbrooke and Saguenay. Regional centres with long winters and close-knit trade communities.
Language: the first thing to plan
According to the OQLF, under the Charter of the French Language as amended by Bill 96, commercial advertising must give French clear predominance, and websites and social media for Quebec customers must be available in French. Since June 1, 2025, non-French trademarks displayed outside premises must be accompanied by French terms.
For plumbing suppliers, that has practical effects:
- Catalogue content needs French product pages, using the terms Quebec plumbers actually say at the counter, not literal translations.
- Branch listings should be in French first.
- Campaigns should be written in French, not translated after approval in English.
- Showroom material for Quebec homeowners needs French versions of selection sheets and lead-time notes.
We plan this from day one in our catalogue content work. We are marketers, not language lawyers, so check specific questions with the OQLF.
Climate, fuel mix and seasonal demand
Snow and cold stretch the heating season well beyond what a Toronto counter sees, and further still once you leave the St. Lawrence valley. Statistics Canada recorded electricity as the main heating source for 70% of Quebec homes in 2023, against 5% for natural gas.
That changes the counter mix. Electric water heaters dominate replacement work, gas venting is a smaller category than in Ontario, and hydronic systems are more often electric. A national supplier's catalogue that leads with gas products reads wrong to a Quebec plumber.
Regulators Quebec plumbers deal with
Linked for context only; no compliance advice.
- Régie du bâtiment du Québec (RBQ) licenses contractors and covers building safety, including plumbing, gas and pressure equipment.
- Commission de la construction du Québec (CCQ) handles competency certification in the construction industry.
- CNESST covers workplace health and safety.
- Office de la protection du consommateur handles consumer protection, which matters for showroom advertising.
Programs that touch plumbing products
As of October 2026, confirm all details with the administrator before mentioning any of these:
- Rénoclimat has new rules from October 1, 2026, including an optional pre-work evaluation and revised caps. It now includes a flood-adaptation stream, which suppliers of flood-protection plumbing products may want to read closely.
- LogisVert from Hydro-Québec funds heat pumps and other measures. It is mostly HVAC territory.
- Chauffez vert stopped accepting applications after March 31, 2026, so remove any promotion that still mentions it.
A bilingual catalogue example
Say a supplier has 400 English category and product pages and sells into Quebec from two branches. Translating all 400 at once is slow and expensive. A better order is to start with the 60 pages covering the categories Quebec branches sell most, such as electric water heaters, PEX and drainage, get those right in French with counter-tested terminology, and add the rest in monthly batches.
How we'd approach a Quebec supplier
We'd start with language: an audit of your Quebec website, listings and campaigns for French availability and quality. Then we'd rebuild the catalogue for Quebec's electric-heavy product mix and set up plumber account growth campaigns in French for Montréal and Québec City branches.
See the Ontario page and the New Brunswick page for neighbouring markets, or call, text or email.
Frequently asked questions
Do we really need a French website to sell to Quebec plumbers?
If your website and advertising are aimed at Quebec customers, the OQLF says the content must be available in French, and French must be clearly predominant in commercial advertising. English can appear alongside it. Plan French versions from the start rather than translating at the end.
Can you write in French?
We plan bilingual sites and campaigns from the start. Before anything is published, a fluent French speaker who knows the trade, ideally someone on your Quebec team, should approve the wording and terminology.
Who licenses plumbing contractors in Quebec?
The Régie du bâtiment du Québec licenses contractors, including plumbing work, and the CCQ handles competency certification for construction workers. We link to both for context and don't give compliance advice.
